Is it by design that the foreign key field disregards the state of the item?
If not then its a simpe ->where('state = 1') addition to the form field
If it is by design it would be nice to make it optional.

True - this should be added, as well as the ability to use multiple/other where statements, although you can easily use the SQL field instead to achieve the same if needed.
